General:
It is raining again in the picture - cats and
dogs according to the poster - and someone is
"Never to Return" - Dr Foster perhaps?
Yes, this is Gloucester again. Cerastium (Bespoke
Tailors) is latin for the plant Mouse Ear and
the Tailor of Gloucester was a mouse. The plant
is Forget-me-Not - well this Dr Foster did not
forget - he went back. The bell refers to the
bell foundry which used to be Gloucester and the
many bells on the clock in the new shopping centre.
The helmet is a reference to the Roman origins
of the city. The ducks are there because it is
good weather for ducks and the tap shoes are another
indirect reference to water. The Pines Express
used to run through Gloucester but after the 1960's
it too "never went there again". |

measured here? It is TIME. The "who"
referred to here is Doctor Who, a character very
much concerned with time (Note there is no question
mark in this clue - "Who measures it here"

measured here at Greenwich is therefore TIME. |
